chengkai3 143893f586 fix: [FL-126] 修复 GitHub Actions workflow 中 web 镜像构建的 build context ...

- 将 web 镜像构建的 context 从 ./web 改为 .（仓库根目录）
- 保持 dockerfile 为 ./web/Dockerfile
- 与 Dockerfile 的改动配套，确保 npm workspace 结构正确工作
